KERAN: Hundreds of Kashmiris on Sunday staged an emotional demonstration on the banks of a fast-flowing river to urge India and Pakistan to withdraw troops from the disputed Himalayan region.

On the Pakistani side, tearful relatives waved across the gushing Neelum – which separates the two countries – to their family on the Indian side, using loudspeakers to try to speak to them, an AFP photographer said.

But the deafening roar of the river – about 200 feet wide at the village of Keran – was too loud for the cries to carry across to the Indian side.

About 600 men and women gathered by the river in Keran, about 90 kilometres northeast of Muzaffarabad, the capital of Pakistan-administered Kashmir. Many migrated to Muzaffarabad in 1990 to escape violence.

The gathering, called by nationalists, was a rare occasion – the authorities do not normally allow such events on the river.

For Ashraf Jan, who left her mother and father to come to Muzaffarabad with her aunt in 1947, it was almost too much.

Overwhelmed with emotion, the 70-year-old had to be stopped by relatives from jumping in the furious river to try to reach her ageing parents on the Indian side.

“Let me go. I just want to see my parents and after that if I die, I will be in peace,” she said.

Indian police and military did not allow Kashmiris on the other side to come near the river bank and they were left to wave from a distance.

Kashmir was split in the aftermath of independence on the subcontinent when British rule ended in 1947. Both India and Pakistan claim the entire territory, which is divided by a heavily militarised Line of Control (LoC).

The LoC is heavily guarded on both sides and strictly off-limits.

Though Kashmiris can cross the border via a special bus service started in 2005, it requires lengthy clearance procedures at both sides, meaning few go.

Arif Shahid, president of the pro-independence Jammu Kashmir National Liberation Conference, urged India and Pakistan to divert their military spending to help poor people in both countries.

“India and Pakistan are wasting money on arms when millions of people have to sleep without any meal every night. They should withdraw troops from Kashmir and liberate us so that they are able to work for the welfare of their citizens,” Shahid said.

There are nearly a dozen Kashmir militant groups fighting for the divided Muslim-majority region to become part of Pakistan and over 47,000 people have been killed since the outbreak of a separatist insurgency in 1989.

But militant violence has dropped sharply in Kashmir since India and Pakistan started a peace process in 2004.

Panel to grill sleuths becomes a reality - The Nation, Pakistan

ISLAMABAD/KARACHI – President Asif Ali Zardari Wednesday signed into law the National Commission for Human Rights Bill 2012, handing ample powers to a to-be-formed civilian entity to grill military and intelligence organisations over alleged rights abuses.
The bill was signed at a special ceremony at Bilawal House, Karachi that was attended by Sindh Chief Minister Syed Qaim Ali Shah, Federal Ministers Rehman Malik and Moula Bakhsh Chandio, Adviser to Prime Minister on Human Rights Mustafa Nawaz Khokhar, provincial ministers and senior federal and provincial government officials.
This development has evoked a mixed reaction from security and legal circles as some analysts believed the law could invite gratuitous civilian interference into the work of security and intelligence agencies, scuttling their capability to effectively discharge their national duty and leading them to demoralisation.
Some legal circles also expressed their reservations over the role of foreign nations in providing financial assistance to the commission, which, they believed, would increase indirect foreign interference in bid to bashing Pakistan’s military as well as its national intelligence agencies.
However, there are others who support the PPP-led ruling alliance over the commission and are dubbing it as a landmark development.
“Today Pakistan has fulfilled a core requirement of the two-decade-old Paris Declaration calling upon the states to set up independent human rights commissions that was reiterated by the United Nations in 2008 soon after the present government took office,” Presidential Spokesperson Farhatullah Babar told the media in Karachi.
“An international commitment outstanding for the past nearly quarter of a century has been fulfilled today. It is no mean achievement considering the fact that Pakistan is fighting war against militancy and complaints of human rights violations have been surfacing.”
Elaborating the points in the Bill, he said the Commission, headquartered in Islamabad, would consist of ten members including Chairperson and a member each from the four provinces, Fata and Islamabad Capital Territory, minority communities and the Chairperson of the National Commission on the Status of Women and at least two shall be the women members in this Commission.
“A person shall be eligible for appointment as Chairperson, who has been, or is qualified to be, a judge of the Supreme Court or a person having demonstrable knowledge of, or practical knowledge of, or practical experience in, matters relating to human rights. Similarly a member shall not be less than forty years of age and shall have knowledge and experience relating to human rights. The Chairperson and members shall hold the office for a term of four years that may be extended once.”
According to the law, the Federal Government shall invite suggestions for suitable persons for appointment as Chairperson and members of the Commission and, after proper scrutiny, shall submit a list of these persons to the Prime Minister and the Leader of the Opposition in the National Assembly.
It says the Prime Minister shall, in consultation with the Leader of Opposition in the National Assembly, forward three names for each post to a Parliamentary Committee for hearing and confirmation of any one person for each post. In case there is no consensus between the Prime Minister and the Leader of the Opposition, each shall forward separate lists to the bi-partisan and bicameral Parliamentary Committee who in turn shall approve the nominations and forward them to the President for appointment.
The Law says the Chairperson and the member may be removed from office on the grounds and in the manner provided for in Article 209 of the Constitution.
The Commission would perform its functions either taking suo moto or on a petition presented to it by a victim or any person on his behalf for violation of human right or abetment thereof and the negligence in the prevention of such violation, by a public servant. It can intervene in any proceeding involving any allegation of violation of human rights pending before a court by making application for becoming a party to the proceeding before the court.
The Commission or any person authorised by it may visit any jail, place of detention or any other institution or place under the control of the Government or its agencies, where convicts, under trial prisoners, detainees or other person are lodged or detained for purposes of ascertaining the legality of their detention as well as to find out whether the provisions of the applicable laws or other provision relating to the inmates living conditions and their other rights are being complied with.
It would review the safeguards provided by or under the Constitution or any other law for the time being in force for the protection of human rights and recommend adoption of new legislation, the amendment of existing law and adoption or amendment of administrative measures for their effective implementation. It would also review the factors, including acts of terrorism that inhibit the enjoyment of human rights and recommend appropriate remedial measures. The Commission would undertake and promote research in the field of human rights, maintain database on the complaints and development of human rights norms.
The Commission would also spread human rights literacy among various section of society and promote awareness of the safeguards available for the protection of these rights through publications, print and electronic media, seminars and other available means in all major languages of the country.
The Commission would submit independent reports to the Government on the state of human rights in Pakistan for incorporation in reports to United Nations bodies or committees. It would also develop a national plan of action for the promotion and protection of human rights.
The law says that the when the inquiry of Commission discloses the violation of human rights, it would recommend the action and interim relief to the victim to the Government or authority concerned.
The Commission would have all the powers of a Civil Court trying a suit under the Code of Civil Procedure, 1908 (Act V of 1908). It may call for information or report in cases of human rights form Government or its organisation.
“While dealing with the human rights violation cases involving the members of the armed forces, the Commission may either on its own motion or on receipt of a petition seek a report from the Federal Government. In case a complaint against intelligence agencies is made, the Commission would refer the complaint to the competent authority concerned.
The Law states that the Commission would have complete financial and administrative independence.
The Federal Government would specify a Court of Session to be a Human Rights Court for Islamabad Capital Territory and appoint an advocate on the recommendation of the Commission for the purpose of speedy trial of cases relating to human rights in that Court.
There shall be established a National Commission for Human Rights Fund under the Commission whose sources would include contribution from the Federal Government, grants, endowment and income there from etc. The Commission may from time to time accept unconditional grants or contributions from donors and non-governmental organization in a transparent manner with approval from the Federal Government. The Fund would be audited by the Auditor General of Pakistan, the law says.
The Commission would prepare its Annual and Special Reports and present them to the Federal Government which would be laid before the Majlis-e-Shoora (Parliament), by the Government along with a Memorandum indicating the action taken or proposed to be taken on the recommendation of the Commission and reasons for non-implementation of the recommendations, if any.
The Spokesperson said that law signed today was first introduced as bill in the National Assembly in 2008 and passed by the Parliament this year.
The Adviser on Human Rights who was present at the signing ceremony will now formally write to the Speaker National Assembly urging her to form the Parliamentary Committee for hearings and confirmation in each of the posts in the Commission the names for which will be forwarded to it by the Prime Minister in consultation with the Leader of the Opposition in the National Assembly in accordance with the new law.

He said that out of the nine core international human rights treaties Pakistan has already signed seven core treaties. Discussions and consultations are going on in respect of the remaining two core treaties relating to enforced disappearances and a labour related treaty. Discussion on a resolution urging the government to sign the convention on preventing enforced disappearances has already commenced in the last session of the Senate and will be taken up at the next Private Member’s Day in the upper House under the Rules, he said.

CM orders early arrest of Dr Aftab killers - The Nation, Pakistan

KARACHI – Sindh Chief Minister Qaim Ali Shah has strongly condemned the murder of renowned Neurosurgeon Dr Aftab Qureshi.
He directed Additional IG Police Karachi and DIG Police Hyderabad to investigate the brutal murder and present report regarding the sad incident immediately. He also directed the concerned police officers to arrest the criminals without any delay. Qaim has further expressed his deep sorrows on the incident and has sympathised with the bereaved family.
Meanwhile, the CM Sindh has also taken serious notice of the news items published in different dailies in which it has been pointed out that inspite of ban on manufacturing, distribution and sale of Ghutka in the province, the banned item is being manufactured and sold without any check. Qaim directed the Sindh IG Police and SSPs of all the districts to ensure implementation of ban strictly and take effective action against the persons involved in this illegal trade.
DUHS CONDEMNS MURDER OF DR AFTAB QURESHI: Dow University of Health Sciences (DUHS), all the faculty members, professors and teaching staff have been deeply shocked and saddened over the news of murder of Neurosurgeon Dr Aftab Qureshi who was kidnapped last week from Karachi.
In a press release issued by the university, Dow University has strongly condemned the killing of Neurosurgeon Dr Aftab Qureshi. Repeated incidents of doctors’ murders and kidnappings have created panic among them.
The DUHS demanded the government to take immediate action and demanded thorough investigation and the culprits be brought to the court of justice. Through this Press Release, the religious scholars and orators are also requested to preach them to come to the right path and abstain from paining the humanity. They can change the brain setup of such people.

ISLAMABAD: Pakistan is following a well-thought-out strategy to eradicate the menace of extremism and terrorism, and will follow its own timeline, said a Foreign Ministry spokesman.

"We strongly believe that such statements [like the one Panetta made] are misplaced and unhelpful in bringing about peace and stability in the region."

The spokesman said that Pakistan had strongly rejected US Secretary of Defence Leon Panetta's allegations that Pakistan was allowing terrorists' "safe havens" to operate on its border along Afghanistan, causing attacks on the US and coalition forces. Leon Panetta, who was on a visit to Kabul, said on Thursday that Washington was reaching the limits of its patience with Islamabad because of the safe havens the country offered to insurgents in neighbouring Afghanistan.

"We feel that the secretary of defence is oversimplifying some of the very complex issues we are all dealing with in our efforts against extremism and terrorism," the spokesman said. "These issues need to be seen in the context of overall peace and stability in Afghanistan and the broader region."

The spokesman said that Pakistan had repeatedly said that it would not allow its territory to be used against any country, nor would it allow any safe heavens on its territory. "We are fighting terrorism and extremism in our own national interest and nobody should doubt our resolve and determination in this regard. Our sacrifices remain unparallel and our resolve unshakable."

Last month, Chinese Foreign Minister Yang Jiechi, while on a visit to Islamabad, called upon the international community to realise sacrifices rendered by Pakistan in the war on terror and the role it played against terrorists and for peace in the region. Turkey and UK, two important NATO countries, also praised Pakistan's role against terrorism. British Prime Minister David Cameron, on the occasion of the first annual summit of UK-Pakistan enhanced strategic dialogue, said that his country recognised the sacrifices Pakistan made in the face of terror.

Pakistan launched a series of operations in the Tribal Areas, including South Waziristan, along Afghan border and other parts of the country but the US was insisting on full-fledged operation in North Waziristan, allegedly home to the Haqqani network and other al Qaeda-linked outfits.

Panetta urged Pakistan to go after the Haqqani network. Strategists in Pakistan think that the army is stretched and the county's situation does not allow Pakistan to open a new front in North Waziristan, the biggest tribal agency out of the seven tribal divisions.

Asian economies growth to slow, balance: Expert - BEIJING, May 30 (APP):  Asian economies will expand at a slightly slower pace over the next two years due to shrinking demand from developed nations, but the growth will be more balanced, a top economist forecast on Wednesday. The region’s average gross domestic product (GDP) will drop to 7.2 percent and 7.3 percent in 2012 and 2013, respectively, from 7.4 percent last year, said Michael Heise, chief economist with the Allianz Group, the world’s leading insurance and financial services provider. China’s growth, though slowing in recent years, will become a driver of the region’s expansion, Heise said at a press conference concerning a report on Asia’s economic outlook.

Pentagon recognizes need to put US-Pakistan relations back on track - WASHINGTON, May 29 (APP):  The Pentagon on Tuesday recognized the need to put US-Pakistan relationship back on track, with a spokesman differeing with the media characterization that Chairman Joint Chiefs Staff General Martin Dempsey expressed his backing for a Senate move to cut Pakistan aid over the issue of imprisoned Pakistani doctor Shakil Afridi. Senior British journalist Christina Lamb termed the media reports as “made up” on the social networking site Twitter. She denied the reports of being contacted by anyone in the financial wrongdoing case against Arsalan Iftikhar, the son of Chief Justice of Pakistan Iftikhar Muhammad Chaudhry.

There have been reports that Malik Riaz, the influential real estate tycoon of Pakistan had contacted the Washington Bureau chief of Sunday Times to expose the scandal right when Chief Justice was scheduled to receive the International Jurists Award-2012. The reports also claimed that it was a planned move to malign the Chief Justice who is considered incorruptible.

However, earlier today Christina Lamb tweeted from her account:

@christinalamb:“have no idea how this started but can i clarify i am not planning a big expose on Familygate, have spoken to no one abt it.”

In another tweet she clarified that all the media reports are “made up” and she hasn’t spoken to anyone about the issue.

@christinalamb:“any purported quotes from me on CJ issue are made up, all i know is what i’ve read in the media and have spoken to no one!”

There have been rumors that the son of Chief Justice has received approximately Rs. 400 million (USD 4.25 million) from the Chairman of Bahria Town (in Pakistan), Malik Riaz, to influence the legal proceedings. However, Arsalan Iftikhar has submitted a five-page statement to the court, strongly rejecting any relationship with Malik Riaz.

“I have never met with any one of them (Malik Riaz, his daughter or son-in-law) in relation to any business deal or for any other purpose in Pakistan or outside Pakistan. Therefore, baseless, frivolous and unfounded allegations have been leveled to spread in electronic and print media in absence of any cogent and logical evidence acceptable under the law of evidence so the said allegations are strongly denied,” Iftikhar quoted in his statement.

However, Malik Riaz didn’t appear before the court on Saturday and his personal staff officer informed the court that he was undergoing a medical treatment in the United Kingdom.

Pakistan PM denies martial law speculation - UPI.com

LAHORE, Pakistan, June 10 (UPI) -- Pakistan's prime minister Sunday dismissed the idea of imposing martial law in the strife-torn country once again.

Prime Minister Yousaf Raza Gilani told reporters in Lahore that those days were over and denied there were any plans for putting the military in charge of the country.

"There is no room for martial law in Pakistan," Gilani said.

The Express Tribune said Gilani used a Sunday news conference to paint a picture of a government that respected the law and has been making strides in foreign trade and electrification of the countryside.

Gilani also said the national government was also making progress to expand political freedoms in Pakistan's remote semi-autonomous tribal regions and had enacted legislation empowering women and labor that he called "unprecedented in the history of Pakistan."

ISLAMABAD: 

Russian President Vladimir Putin may visit Pakistan soon, according his aide on Afghanistan Zamir N Kabulov.

Kabulov, who held delegation-level talks with Prime Minister Yousaf Raza Gilani on Wednesday, said that Putin is scheduled to discuss a wide range of issues with the Pakistani leadership. Kabulov maintained Putin’s visit will be instrumental in further enhancing cooperation between both countries. Gilani reciprocated the sentiments in the meeting, according to an official in the prime minister’s media centre.

Acknowledging Russia’s strategic role in the region, Gilani said Pakistan viewed it as a source of stability and peace both at a regional and global level. He said Moscow could help resolve the region’s greatest challenges. He expressed keenness to further promote cooperation in the fields of defence, energy, trade and narcotics control.

Welcoming Russian interest in trans-regional energy projects such as the Iran-Pakistan (IP) and Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline projects and Casa-1000, he especially appreciated previous meetings between the two countries regarding the IP project.

According to the official, the strained Pakistan-US relationship was also discussed in detail during the meeting and the Russian envoy assured Gilani of his country’s all-out support in this regard.

While talking about the efforts to restore normalcy in Afghanistan, Gilani maintained that “Pakistan has made consistent and serious efforts to improve relations with Afghanistan and expects the same from the other side… stability and peace in Afghanistan is important for stability and peace in Pakistan.”

The premier also mentioned that at Afghan President Hamid Karzai’s request, he issued a public appeal on February 24 asking all militant groups to negotiate with the Afghan government.

He notified the Russian delegation that the meeting of the Trilateral Core Group – consisting of Pakistan, Afghanistan and the US – held last month yielded positive outcomes.

The PM also appreciated Russia’s support to Pakistan in its endeavours to become a full member of the Shanghai Cooperation Organisation (SCO).

Punjab Chief Minister Shahbaz Sharif on Friday said that Arslan Iftikhar’s case was a conspiracy against the judiciary and called upon the whole nation to stand by the Supreme Court at this critical time. Speaking at a ceremony held to commemorate the third death anniversary of Dr Sarfraz Naeemi at Jamia Naeema, the Punjab CM said that it was a duty of all nation to lend support to the Court, and described Chief Justice Iftikhar Muhammad Chaudhry as the last hope for justice. He said that he had rejected an offer by President Asif Ali Zardari to withdraw all the cases framed during Pervez Musharraf’s tenure in return for extension of Justice Dogar’s term, adding Raza Rabbani was an eyewitness of this offer. He said Arsalan’s case would be decided by the judges of the Supreme Court. “If judiciary is cornered then Ali Baba and his forty thieves’ gang would occupy the country. Ali Baba and his forty thieves have pushed the country to dark era. Last four year’s period is the darkest era in the history of Pakistan,” he added. About establishment of his office at Minar e Pakistan, he said that it was not like staging a show and those who criticized them should offer a better show, adding that he felt ashamed that yet killers of Srafraz Naeemi were still at large.

US and Pakistan begin to look like enemies as troubled relations continue - Fox News

ISLAMABAD –  You know a friendship has gone sour when you start making mean jokes about your friend in front of his most bitter nemesis.

So it was a bad sign this week when the U.S. defense secretary joshed in front of an audience of Indians about how Washington kept Pakistan in the dark about the raid that killed Al Qaeda leader Usama bin Laden a year ago.

"They didn't know about our operation. That was the whole idea," Leon Panetta said with a chuckle at a Q&A session after a speech in New Delhi, raising laughs from the audience. The Bin Laden raid by U.S. commandos in a Pakistani town infuriated Islamabad because it had no advance notice, and it was seen by Pakistan's powerful military as a humiliation.

The U.S. and Pakistan are starting to look more like enemies than allies, threatening the U.S. fight against Taliban and Al Qaeda militants based in the country and efforts to stabilize neighboring Afghanistan before American troops withdraw.

Long plagued by frustration and mistrust, the relationship has plunged to its lowest level since the 9/11 attacks forced the countries into a tight but awkward embrace over a decade ago. The U.S. has lost its patience with Pakistan and taken the gloves off to make its anger clear.

"It has taken on attributes and characteristics now of a near adversarial relationship, even though neither side wants it to be that way," said Maleeha Lodhi, who was serving as Pakistan's ambassador to the U.S. at the time of the Sept. 11, 2001 terror attacks and was key in hurriedly putting together the two countries' alliance.

The latest irritant is Pakistan's refusal to end its six-month blockade of NATO troop supplies meant for Afghanistan. Even if that issue is resolved, however, the relationship may be on an irreversible downward slide. The main source of U.S. anger is Pakistan's unwillingness to go after militants using its territory to launch attacks against American troops in Afghanistan.

On the Pakistani side, officials are fed up with Washington's constant demands for more without addressing Islamabad's concerns or sufficiently appreciating the country's sacrifice. Pakistan has lost thousands of troops fighting a domestic Taliban insurgency fueled partly by resentment of the alliance with the U.S.

Panetta's comments about the bin Laden raid may have been unscripted, but others he made while in India and Afghanistan seemed calculated to step up pressure on Pakistan. He stressed Washington's strong relationship with India -- which Islamabad considers its main, historic enemy -- and defended unpopular American drone attacks in Pakistan.

He also said in unusually sharp terms that the U.S. was running out of patience with Islamabad's failure to go after the Pakistan-based Haqqani network, considered the most dangerous militant group fighting in Afghanistan.

Many analysts believe Pakistan is reluctant to target the Haqqanis and other Afghan militants based on its soil because they could be useful allies in Afghanistan after foreign forces withdraw, especially in countering the influence of India.

Pakistan lashed out at Panetta on Saturday and denied the country was providing safe havens for militants.

Panetta "is oversimplifying some of the very complex issues we are dealing with in our efforts against extremism and terrorism," the Foreign Ministry said. "We strongly believe that such statements are misplaced and unhelpful in bringing about peace and stability in the region."

A senior U.S. official described the relationship as "the worst it has ever been."

"This is from Washington's point of view and from Pakistan's point of view, and even among the real well-wishers on both sides who are appalled and befuddled that we can't get past all of this and move beyond," said the official, speaking on condition of anonymity because of the sensitivity of the issue.

After years of frosty relations caused by Pakistan's nuclear weapons program, Washington and Islamabad were thrust together on Sept. 11, 2001, when Al Qaeda attacked New York and Washington. The U.S. demanded Pakistan support the war against bin Laden and his Taliban hosts in Afghanistan. The U.S. directed billions of dollars in aid to Pakistan and sought to convince Islamabad it was not simply interested in a "transactional" relationship based on counterterrorism cooperation, but wanted a long-term strategic partnership.

U.S. officials have largely abandoned that argument over the past 18 months as the relationship has suffered repeated crises.

"Because of the toxic atmosphere on both sides, the two countries cannot even work in a transactional way," said Lodhi, the former Pakistani ambassador.

In January 2011, a CIA contractor sparked outrage when he shot to death two Pakistanis in the city of Lahore who he claimed were trying to rob him. Anger over the incident was still simmering when the U.S. killed bin Laden in May.

In November, American airstrikes killed 24 Pakistani troops at two Afghan border posts. The U.S. has said it was an accident, but the Pakistani army claims it was deliberate.

Pakistan retaliated by kicking the U.S. out of a base used by American drones and closing its border to NATO supplies meant for troops in Afghanistan. Negotiations to reopen the route have been hampered by Islamabad's demand for much higher transit fees and Washington's refusal to apologize for the deaths of the Pakistani troops.

The U.S. has attempted to bridge the difference over money by offering to repave highways used by the supply trucks, said a U.S. official, speaking on condition of anonymity because of the sensitivity of the issue.

But Pakistani officials have made clear the route will not reopen without some kind of apology. The U.S. has expressed its regret over the incident but has refused to apologize for fear it could open the Obama administration up to criticism by Republicans upset with Pakistan.

A senior U.S. defense official, Peter Lavoy, arrived in Pakistan on Friday to participate in the negotiations. But Panetta's comments could complicate matters.

Such statements do "water down the willingness to cooperate with the United States," said Imtiaz Gul, director of the Islamabad-based Center for Research and Security Studies.

President Barack Obama showed U.S. anger over the supply issue at a NATO summit last month in Chicago by refusing a one-on-one meeting with Pakistani President Asif Ali Zardari.

However, the U.S. and Pakistan both have reasons to walk the relationship back from the brink.

The U.S. continues to receive some intelligence cooperation from Pakistan on militants and has been able to continue drone strikes in Pakistan's tribal region despite public protests, likely because of tacit agreement by Pakistani military leaders. Both could be threatened if the relationship heads farther south.

Just as important is Pakistan's support on the Afghan war. Pakistan is seen as key to striking a peace deal with the Taliban and their allies in Afghanistan that will allow the U.S. to withdraw most of its combat forces by the end of 2014 without the country descending into further chaos.

Pakistan is keen on freeing up over a billion dollars in frozen U.S. aid, which will only be released if it reopens the supply line. Also, Pakistan can ill afford to become a true enemy of the U.S. at a time when it is struggling to contain its own Taliban insurgency and right its stuttering economy.

But politics on both sides make breaking the impasse difficult, particularly with U.S. elections this fall and Pakistani elections due early next year -- possibly even sooner.

Historically, Pakistan's army has steered the relationship with the U.S. But fearing public backlash in a country where anti-American sentiment is rampant, the generals have tossed the NATO supply line issue to Pakistan's weak and unpopular civilian government. The politicians are reluctant to do anything that could hurt their election prospects.

"The longer Islamabad delays and dithers, the opinion in Washington is hardening," said Lodhi. "Time is the enemy of a reset in relations."

Saboteurs kill four in Sohrab Goth - Pakistan Observer

Karachi?A band of gangsters gunned down at least four people when citizens got hold of one of their accessories while they were stealing in Sohrab Goth area of the city.

According to details, the members of local Khidmat Aman Committee based in Sohrab Goth?s Al-Asif Square, captured a thief red-handed at Afghan Adda. The committee members were transporting the criminal to police station aboard a rickshaw when his armed accomplices ambushed them.

The saboteurs opened fire to free the captured man, killing Khidmat Committee?s Chairman Irshad Mehsud, two brothers Khair Alam, Muhammed Alam and their cousin Sher Alam.

The committee members were transporting the criminal to police station aboard a rickshaw when his armed accomplices ambushed them. The assailing gunmen took away their partner in crime. Later on, the bodies of the deceased were shifted to Jinnah Hospital.

Police are in search for the criminals. Following the killings, police raided Afghan Basti and took in custody over 20 people.

Need for reforms in Elections - Pakistan Observer

THE Supreme Court of Pakistan has come out with a landmark verdict on the electoral process, which, if implemented in letter and in spirit, has the potential to lay foundations of true democracy, genuine representation of the masses at the elected institutions, weed out corruption from the system and promote the cherished objective of good governance. In its judgment Friday in a case of electoral reforms, the apex court ordered the Election Commission to take all necessary steps to make voting compulsory in the country as early as possible.

Excessive and lavish expenditure on election has made it almost impossible for an ordinary or middle class citizen to stand as a candidate in the election not for Senate, National Assembly and Provincial Assemblies but also not even for union councils. Apart from corrupt practices of buying and selling of votes, candidates also purchase loyalties and sympathies of voters by luring them through different financial and economic incentives like announcement of donations and launching of different schemes. But most important and relevant is the way the election campaigns are run by arranging processions and public meetings at huge costs, arrangement of transport, establishment of election offices here and there and distribution of posters and banners throughout the constituency. This jacks up election expenditure to alarming extent, which an ordinary citizen cannot even think of and thereby turning the electoral exercise as a farcical contest among well-to-do. It is also understood that a person who invests so much on his elections, will indulge in both legitimate and illegitimate practices to recover the expenditure rather with huge interest. The direction to EC for monitoring of election expenditure from day one is need of the hour but the question arises whether or not the Commission has the necessary infrastructure to carry out the responsibility. There is, therefore, need to strengthen the Election Commission both administratively and financially enabling it to fulfil its legal and constitutional responsibilities in a truly independent manner.

Veena Malik's manager fires back at Dolly Bindra's accusations - News Pakistan

The Indian actress Dolly Bindra, who is best known for her role in films like ‘Maine Pyaar Kyun Kiya’ and ‘Ajab Prem Ki Ghazab Kahani’, recently, visited Pakistan and during her press conference in Lahore she called Veena Malik a disgrace for not only Pakistan and Indian but also for womanhood.

Now, Malik’s Public Relations manager Sohail Rashid has fired back at Bindra for unleashing a set of allegations against the actor on Saturday.

Rashid, while having a conversation with ‘The Express Tribune’ over the phone, said that India doesn’t know how to show hospitality to their guests at all.

Bindra stated that Malik has relations with Indian men and she gets ready to do everything in order to grab a role. Therefore, Rashid wants Bindra to be banned by the Indian government for using such a cheap language against Veena Malik.

He said, “I have a question for Dolly Bindra: Is this the Indian culture and is she trying to show that all Indian women are like Dolly Bindra? What kind of cheap and vulgar language is she using against Veena Malik?”

He added, “I think the Indian government should ban Dolly Bindra for using such cheap and vulgar language. She is only giving a bad name to her country.”

Rashid remarked that if Bindra doesn’t stop handing out such public statements, the Pakistani actor would be forced to file a complaint against her.

“We have other means through which we can handle this case.”

“What kind of people are they? The Indians certainly don’t know how to show hospitality to their guests. Whereas, we in Pakistan, have always been respectful of our guests who have come from abroad.”

Rashid said India is simply trying to assassinate Veena Malik’s character but they don’t know that they are simply making a laughing stock of their own country at an international level.

Renowned TV actor Ibrahim Nafees dies - The Nation, Pakistan

KARACHI  - Renowned TV, film and theatre artist Ibrahim Nafees breathed his last on Sunday after protracted illness. He was 72.
Nafees had been under treatment at a private hospital since April 28. He was suffering from various infections and lost his vision after an injury two years ago.
Born and raised in Agra, India, Nafees got preliminary education from Jaunpur. Nafees started his career as an actor on Radio Pakistan, Hyderabad.
The versatile actor played scores of character roles in movies and stage dramas. He also played key roles in more than 250 films and TV plays. Nafees was among the few actors in Pakistan who got training in drama acting in the UK.
He played many memorable roles in films. One of his best performances was in the movie ‘Heera aur Pathar’, which was a very popular movie with Waheed Murad in the lead role.
‘Aik Haqeeqat So Afsanay’ and ‘Afshan’ were top TV serials in which he performed.
Ibrahim Nafees also played an unforgettable character in one of the most popular comedy stage dramas ‘Bakra Qiston Pay’ along with comedy king Umar Sharif.

Pakistan - Textile sector exports down by 10pc as energy crisis takes toll - YarnsandFibers (subscription)

  Dated- 22 May , 2012 - PakistanPakistan?s textiles sector has been ?hit hard? by the prevailing energy crisis as during the first ten months of the outgoing fiscal year textile sector exports shrank by about one-tenth and its share in the country?s total exports has also drastically reduced, the Pakistan Bureau of Statistics (PBS) reported Monday.

Pakistan is the World?s fourth largest cotton producers and the third largest consumer. Cotton-based textiles contribute over 60 percent to country?s total exports, 46 percent of the total manufacturing and provide employment to about 38 percent manufacturing labour force. But during the period under review its share in the total exports has reduced to about 52.37 percent.

According to official data, textiles? exports have been contracted by 9.6 percent (or $1.076 billion) during July-April 2011-12, as its total exports stood at $10.143 billion against $11.219 billion in same period of last year. In the sub-groups, only raw cotton exports increased by 32.3 percent to $433.05 million while other products? exports in textiles, which involve value addition and need energy, all have reduced in the range of five to 73 percent. Overall in the sector, during July-April 2011-12 cotton yarn export down by 22.78 percent to $1.451 billion, cotton cloth 5.35 percent to$1.969 billion, bed wear 13.8 percent to $1.45 billion, knitwear 13.13 percent to $1.62 billion, readymade garments five percent to $1.326 billion and towels exports down by 8.4 percent to $556.5 million over the same period last year.

During July-April 2011-12, rice export reduced by 3.18 percent to $1.735 billion and petroleum and coal exports also dip by huge 29 percent to $810.53 million, wheat by 73 percent to $112.73 million, carpets, rugs and mats by 5.9 percent to $104.35 million, vegetables 37.7 percent to $131.86 million, leather tanned 3.28 percent to $358.65 million, leather manufacturers 3.3 percent to $435.31 million over the corresponding period of the last year. Besides, fish and fish preparations export up by 10.6 percent to $259.34 million, fruits 28 percent to $322.43 million, meat and meat preparations 16 percent to $141.6 million, sports goods 2.37 percent to $269.17 million, surgical good and medical instruments 17.4 percent to $249.57 million, chemical and pharmaceutical products 25.3 percent to $909 million and engineering goods exports up by 17 percent to $230 million over corresponding period of the last year. Tobacco exports also up by 1.9 percent to $23.35 million and oilseeds, nuts and kernels by 60.6 percent to $23.36 million.

Food items exports also reduced by 2.44 percent to $3.51 billion. Basmati export down by 14.14 percent to $668.1 million over same period last year. However, jewellery exports increased by 107 percent to $649.7 million during the period under review, proving that there is immense potential in the sector, while exports of gems were down by five percent to $3.07 million.

Karachi?Trading Corporation of Pakistan (TCP), in response to its international Tender Notice floated on 18-04-2012, has awarded import contract for a quantity of 100,000 metric ton urea @ US$522.86 per metric ton (PMT) C&F, to the lowest bidder M/s. Gavilon Fertilizer LLC, USA.

In all, 14 bids received in the tender. All were found responsive in terms of prescribed evaluation criteria. The prices quoted in the tender ranged from US$522.86 per metric ton to US$549.00 per metric ton (C&F). M/s. Gavilon Fertilizer LLC, offered the lowest price of US$522.86 for 100,000 metric ton. As the offer conformed to all technical specifications and was the lowest, the contract was awarded, to the lowest bidder for a total quantity of 100,000 metric ton.

TCP is importing urea in pursuance of the directive of ECC of the Cabinet to avert any shortage and ensure smooth availability of urea fertilizer to the farmers in the current Kharif-2012. As per tender terms and conditions shipments of the urea procured against this tender would start soon after opening the L/C.

Stock market closes slightly higher amid thin volume - The Nation, Pakistan

KARACHI - Equity market closed higher amid thin trades as investors remained cautious ahead of federal budget announcements due next month.
At Karachi stock market benchmark KSE-100 share index gained 17.96 points or 0.13 percent to close the day at 13,875.74 points as compared to the 13,857.78 points of the last working day on Friday.
Ahsan Mehanti analyst at KSE said trading remained in narrow range as investors awaited announcements on military aid to Pakistan during President visit for Chicago conference amid hopes for improvement in Pak-US relations on resumption of NATO supplies. Fall in global commodities and stocks affected the sentiments despite foreign interest in banking and oil sector stocks.
KSE-Allshare index added 12.52 points or 0.13 percent to close the day at 9,750.31 points, KSE-30 share index increased 25.44 points or 0.21 percent to end the day at 12,006.24 points while KMI-30 share index improved 24.01 points or 0.10 percent to conclude the  trading session at 23,889.65 points.
Expert said after a fall of 375 points last week local market shows signs of consolidation. Low volumes indicated that speculators are on the sidelines in the absence of any major trigger. DGKC remained in the limelight as investors accumulated shares in hope that local cement prices will recover soon.
Market traded 81.448 million shares after opening at 175.707 million shares and the value of traded shares was Rs 2.121 billion. Trading took pace in 361 companies where loser out numbered the gainers 143 to 139 while the values of 79 stocks remain unchanged. 
Active list was topped by JS Bank Ltd with 10.720 million shares as it closed at Rs 5.80 after opening at Rs 5.20 added Re 0.6. JS Co was on the second position with 8.070 million shares shed Re 0.23 to lock at Rs 16.34. It was followed by DGK Cement with 7.21 million shares off Re 21 to end at Rs 40.28, Bankislami Pakistan  with 6.841 million shares lost Re 0.72 to stop at Rs 10.11 and Engro Foods Ltd 3.403 million shares up Re 0.88 to end at Rs 65.63.
Mithchells Fruit and Wyeth Pak Limited were the top traded companies of the day increased by Rs 10.73 and Rs 10.00 while the top losers were led by Rafhan MaizeXD and Dreamworld off by Rs 72.82 and Rs 21.15 respectively.

KBD delay incurring Rs132 billion loss a year - The Nation, Pakistan

LAHORE – Former WAPDA chairman Engineer Shamsul Mulk says Pakistan’s economy has been facing a Rs132 billion annual loss due to inordinate delay in execution of Kalabagh Dam (KBD) project.Addressing a ‘Grand Debate of KBD’ at the Lahore Chamber of Commerce and Industry (LCCI) on Monday, the Khyber PK former chief minister added that if KBD was constructed, the Rs132 billion paid by consumers countrywide in terms of costly electricity generation could have been saved. Engineer Shamsul Mulk was of the view that the reluctance of rulers in building KBD would bring adverse effects on the federation of Pakistan.“Agriculture farmers of Khyber-PK would have to pay Rs5000 per acre aabyana (agriculture tax) for watering their lands against Rs500 by the farmers of the other parts of the country if the KBD would not be constructed,” he held. LCCI President Irfan Qaiser Sheikh, Vice-chairman Punjab Board of Investment and Trade (PBIT) Dr Miftah Ismail, WAPDA former chairman Tariq Hameed, Pakistan Engineers Forum’s Ghalib Atta, LCCI Senior Vice-President Kashif Younis Meher, former provincial minister Mumtaz Khan Manais, Salman Najib and LCCI former senior vice-president Engineer Sohail Lashari also spoke on the occasion. Speakers were unanimous in saying that all those who were opposing the KBD were enemies of the country and were playing with the country’s future. They urged the government for early construction of the project and said that the dam was inevitable for survival of Pakistan. “If the government fails to take any practical steps in the construction of KBD, poverty and hunger will be the endless fate which may lead the country to irrecoverable disaster,” they held in one voice.Shamsul Mulk, the chief guest of the programme, said that there was no threat to Nowshehra city in construction of KBD as it was 150 feet above the water level. Eminent engineer added that it was very unfortunate that the decision markers had nothing to lose rather they continued to enjoy all perks under the sky and even if they made wrong decisions, these were the masses who suffered. Shamsul Mulk said that Kalabagh Dam was not only beneficial to Punjab alone but it would be more helpful in erasing poverty from Khyber-PK. The dam would irrigate 800,000 acres of cultivable land in Khyber-PK that was located 100-150 feet above the Indus river level in the province, he said, adding the land could only be brought under cultivation if the river level was raised. The rising of river was only possible if Kalabagh Dam was built, he argued. The KPK former CM was of the view that the politicians who were opposing the construction of the dam were in fact enemies of the people of the KP province and they did not even saw a dam in their lives.  “Kalabagh Dam issue has been so much politicised and the delay in construction of dam is a part of a great game against the country. Some political parties are manipulating the issue for their advantage,” he regretted. He asked the civil society to play a crucial role in creating a larger consensus as new large water reservoirs would benefit every Pakistani.  LCCI President Irfan Qaiser Sheikh said that a further delay in gathering a consensus from all stakeholders on the construction of unduly politicised Kalabagh Dam would cost the country and its coming generations very dearly. He said that all the stakeholders should show some greater maturity on the issue of Kalabagh. It was the high time that all undue stands should be brushed aside to save the country from that era of darkness. He said that unlike Pakistan, India was constructing dams at every possible site. Irfan Qaiser said that every one knew that the existing dams were constantly silting up leaving ever decreasing capacity to store water. The construction of KBD along with other new dams was desperately needed to store adequate water, he added. More importantly, he said, as a result of melting of glaciers due to global warming, the sword remained hanging over our heads in the shape of floods.  An opinion gained widespread support across the country that the losses of recent floods in Pakistan which were estimated to be more than 45 billion dollars could have been reduced if big dams and water reservoirs were in place, he held. Electricity generation through thermal sources is estimated to cost almost Rs.16 per unit whereas the same can be produced at Rs.2.5 to Rs.3 through Hydel, he said and urged the Punjab Assembly — which he said so far had neither passed any resolution in favour of KBD nor against it — to pass a resolution if favour of KBD constructing. He said if the government failed to take any practical step in constructing water reservoirs, poverty, hunger and war would be the endless fate that might lead Pakistan to a disaster.A joint resolution for early construction of KBD in larger interests of the country and its people was passed unanimously at the end of the debate.

LAHORE: Asim Qureshi of Pakistan WAPDA won the men?s singles title of the Chromatex Maters Table Tennis League after beating Salman Virk of PWD in a thrilling final at Chromatex Hall here on Monday. Asim, who lost second and fourth sets, won 4-2 with the score-line of 11-8, 7-11, 12-10, 8-11, 11-9, 11-8, displaying controlled shots and aggressive serve.

?I lost concentration in the second and fourth sets after winning the first with ease and comfort. But I did not lose my confidence and staged a comeback,? said Asim after the final.

The women?s singles crown went to Ayesha Iqbal who defeated Mehmooda Haider in an all WAPDA final. The score-line was 11-6, 11-8, 7-11, 11-9, 11-6. After winning the first two sets, Ayesha seemed in hurry to warp up the match in straight sets and lost concentration that helped Mehmooda to take advantage and win the third set. Ayesha displayed good planning, serve and volley game to overcome her rival in the next two sets to win the match 3-2. ?It was not an easy win, but I am happy that I made a comeback mainly due to my determination and confidence. I am delighted to win the title,? said Ayesha.

Asim received a glittering trophy and cash prize of Rs.25,000 and Ayesha pocketed received similar cash prize and a trophy from chief guest Abdul Shakoor. Also present on the occasion were Lahore District Table Tennis Association Shahjahan Latif, Punjab Table Tennis Association vice president Sabah Waris and organising secretary Abdul Qayuum Khan.
