New Climate Technology Network, Finance Center to cut greenhouse gas emissions ... - International News Network

ISLAMABAD: A new Climate Technology Network would be established to generate investments to cut greenhouse gas emissions by more than 12 million tons of carbon dioxide in next 10 years in Asia and the Pacific region.

The new Climate Technology Network and Finance Center will expand the availability of low-carbon and climate-resilient technologies in Asia and the Pacific with support from the Asian Development Bank (ADB) and the United Nations Environment Programme (UNEP), with core funding from the Global Environment Facility (GEF).

?The countries of Asia and the Pacific need to rapidly deploy new technologies capable of decoupling their growth from high emissions of greenhouse gases, and they need to build their resilience to climate change impacts,? said S. Chander, Director-General of ADB?s Regional and Sustainable Development Department.

The technology finance center will be set up in Manila, Philippines, to be managed by ADB, while the climate technology network secretariat will be based in Bangkok, Thailand, to be managed by UNEP.

The new center will help mobilize financing for clean technology by folding technology considerations into national investment plans and strategies, and by piloting innovative financing mechanisms. The network, meanwhile, will provide complementary technical support and policy advice and be a forum for knowledge sharing.

A pilot technology marketplace to spur transactions in climate-friendly technologies will also be established.

Asia and the Pacific is the fastest-growing source of greenhouse gas emissions, with emissions from the energy sector alone up 183% since 1990, and has more people at risk who live in the region?s coastal cities, and in rural areas where livelihoods are heavily dependent on agriculture and other climate-sensitive sectors.

GEF is providing a grant of roughly $11 million to support the center. "The project shows GEF's commitment to technology transfer and innovative approaches that encompass both mitigation and adaptation.

Communicating cars - The Register-Guard

WASHINGTON — As a safety demonstration, it was a heart-stopper: A Ford Taurus was seconds away from cruising through an intersection when suddenly a row of red lights pulsed on the lower windshield and a warning blared that another car was approaching fast on the cross street.

Braking quickly, the driver stopped just as the second car, previously unseen behind a large parked truck, barreled through a red light and across the Ford’s path.

The display at a recent transportation conference was a peek into the future of automotive safety: cars that to talk to each other and warn drivers of impending collisions. Later this summer, the government is launching a yearlong, real-world test involving nearly 3,000 cars, trucks and buses using volunteer drivers in Ann Arbor, Mich.

The vehicles will be equipped to continuously communicate over wireless networks, exchanging information on location, direction and speed 10 times a second with other similarly equipped cars within about 1,000 feet. A computer analyzes the information and issues danger warnings to drivers, often before they can see the other vehicle.

On roadways today, the Taurus in the demonstration likely would have been “T-boned” — slammed in the side by the other car. There were more than 7,800 fatal intersection accidents on U.S. roadways in 2010.

Called vehicle-to-vehicle communication, or V2V, more advanced versions of the systems can take control of a car to prevent an accident by applying brakes when the driver reacts too slowly to a warning.

V2V “is our next evolutionary step ... to make sure the crash never happens in the first place, which is, frankly, the best safety scenario we can all hope for,” said David Strickland, administrator of the National Highway Traffic Safety Administration.

V2V technology holds the potential to help in most crashes that aren’t alcohol or drug related, Strickland said.

But a lot will depend on how drivers respond to the warnings, and that’s one reason for the Ann Arbor test. Overall, more than 32,000 people were killed in traffic accidents last year.

In addition to warning of cars running red lights or stop signs, “connected cars” can let drivers know if they don’t have time to make a left turn because of oncoming traffic.

When driving on a two-lane road, the systems warn when passing is unsafe because of oncoming cars — even vehicles around a curve that the driver can’t see yet.

In a line of heavy traffic, the systems issue an alert if a car several vehicles ahead brakes hard even before the vehicle directly in front brakes. And the systems alert drivers when they’re at risk of rear-ending a slower-moving car.

It’s also possible for connected cars to exchange information with traffic lights, signs and roadways if states and communities decide to equip their transportation infrastructure with similar technology. The information would be relayed to traffic management centers, tipping them off to congestion, accidents or obstructions. If cars are reported to be swerving in one spot on a roadway, for example, that could indicate a large pothole or obstruction.

The constant stream of vehicle-to-infrastructure, or V2I, information could give traffic managers a better picture of traffic flows than they have today, enabling better timing of traffic signals to keep cars moving, for example.

TEHRAN — Iran's cyber police force is poised to launch a new crackdown on software that lets many Iranians circumvent the regime's Internet censorship, media reported on Sunday.

The operation will target VPNs, or Virtual Private Networks, which use a secure protocol to encrypt users' data, foiling online blocks put in place by Iran's authorities, according to the head of the specialised police unit, Kamal Hadianfar.

"It has been agreed that a commission (within the cyber police) be formed to block illegal VPNs," he was quoted as saying in a report originally published by the Mehr news agency.

"About 20 to 30 percent of (Iranian internet) users use VPN," or more than seven million people out of the country's 36 million web users, he added.

Legal VPNs would only be used by "the likes of airlines, ministries, (state) organisations and banks," he said -- and even they would be monitored by the commission.

Iran has long tried to stop its population accessing millions of foreign websites authorities see as undermining the Islamic regime, including Facebook, Twitter, the online pages of the BBC and CNN, many torrent sites, blogs, and pornographic hubs.

"Some websites are obscene and others are officially hostile towards the Islamic republic's system. (Thus), in the interest of the people and in order to prevent the collapse of families... there is blocking of the Internet," Hadianfar said.

The Islamic republic's suppressing of the Internet has intensified since President Mahmoud Ahmadinejad was returned to office in a disputed 2009 election that sparked a wave of anti-government protests, mostly organised online.

Many Iranian Internet users are used to getting around the censorship through the use of either VPNs or IP proxy software.

But they are being increasingly hemmed in by more sophisticated measures being deployed by officials, who are planning a closed "Islamic Internet" that some believe could be designed to supplant the world wide web within Iran.

Iran's telecommunications ministry last month reportedly ordered the country's banks, insurance firms and telephone operators to stop using foreign e-mail accounts such as Gmail to communicate with clients, and instead adopt e-mail domains ending with .ir, which belongs to Iran.

Authorities have also several times recently slowed connections through VPNs to an excruciatingly slow speed to dissuade their use, and have occasionally halted all access to Gmail, Yahoo mail and other foreign communication services.

Such tactics have drawn criticism, even from within the regime, with politicians lamenting the obstacle they present for import/export merchants, students and researchers.

Iran's former president Akbar Hashemi Rafsanjani, a sidelined pragmatic figure who now heads an advisory council to supreme leader Ayatollah Ali Khamenei, was quoted two weeks ago by the ISNA news agency as saying Facebook was a "blessing".

"We see that a Facebook page costing nothing can outstrip several television and radio outlets, and can influence millions of people," he was quoted as saying.

Trying to block the Internet -- and banned although widely-watched foreign satellite television channels -- was futile because users will always find ways around, he said.

"People cannot be stopped in their pursuit of information," he was quoted as saying.

Rafsanjani said some in Iran's regime may dislike that, "but if we think about the happiness of human beings, we see that if social media did not exist, movements against tyranny and oppression would be endangered."

The United States, Iran's arch foe and the genitor of the Internet, is seeking to tear open what President Barack Obama in March termed the Islamic republic's "electronic curtain".

He announced measures to encourage US software makers to market communication programmes in Iran. And in April, he ordered new sanctions targeting companies that help Iran and its ally Syria oppress their people with surveillance software and monitoring technology.

The New York Times newspaper reported early this month that Obama had also accelerated cyberattacks on Iran's nuclear programme, including the Stuxnet virus that destroyed hundreds of uranium enrichment centrifuges in Iran's Natanz facility.

Iran has said a new computer virus dubbed Flame that hit servers run by its oil sector appeared to be linked to Stuxnet, and it has cast suspicion on the United States as the perpetrator.

Divided families urge India, Pakistan to leave Kashmir - DAWN.com

KERAN: Hundreds of Kashmiris on Sunday staged an emotional demonstration on the banks of a fast-flowing river to urge India and Pakistan to withdraw troops from the disputed Himalayan region.

On the Pakistani side, tearful relatives waved across the gushing Neelum – which separates the two countries – to their family on the Indian side, using loudspeakers to try to speak to them, an AFP photographer said.

But the deafening roar of the river – about 200 feet wide at the village of Keran – was too loud for the cries to carry across to the Indian side.

About 600 men and women gathered by the river in Keran, about 90 kilometres northeast of Muzaffarabad, the capital of Pakistan-administered Kashmir. Many migrated to Muzaffarabad in 1990 to escape violence.

The gathering, called by nationalists, was a rare occasion – the authorities do not normally allow such events on the river.

For Ashraf Jan, who left her mother and father to come to Muzaffarabad with her aunt in 1947, it was almost too much.

Overwhelmed with emotion, the 70-year-old had to be stopped by relatives from jumping in the furious river to try to reach her ageing parents on the Indian side.

“Let me go. I just want to see my parents and after that if I die, I will be in peace,” she said.

Indian police and military did not allow Kashmiris on the other side to come near the river bank and they were left to wave from a distance.

Kashmir was split in the aftermath of independence on the subcontinent when British rule ended in 1947. Both India and Pakistan claim the entire territory, which is divided by a heavily militarised Line of Control (LoC).

The LoC is heavily guarded on both sides and strictly off-limits.

Though Kashmiris can cross the border via a special bus service started in 2005, it requires lengthy clearance procedures at both sides, meaning few go.

Arif Shahid, president of the pro-independence Jammu Kashmir National Liberation Conference, urged India and Pakistan to divert their military spending to help poor people in both countries.

“India and Pakistan are wasting money on arms when millions of people have to sleep without any meal every night. They should withdraw troops from Kashmir and liberate us so that they are able to work for the welfare of their citizens,” Shahid said.

There are nearly a dozen Kashmir militant groups fighting for the divided Muslim-majority region to become part of Pakistan and over 47,000 people have been killed since the outbreak of a separatist insurgency in 1989.

But militant violence has dropped sharply in Kashmir since India and Pakistan started a peace process in 2004.

Panel to grill sleuths becomes a reality - The Nation, Pakistan


ISLAMABAD/KARACHI – President Asif Ali Zardari Wednesday signed into law the National Commission for Human Rights Bill 2012, handing ample powers to a to-be-formed civilian entity to grill military and intelligence organisations over alleged rights abuses.
The bill was signed at a special ceremony at Bilawal House, Karachi that was attended by Sindh Chief Minister Syed Qaim Ali Shah, Federal Ministers Rehman Malik and Moula Bakhsh Chandio, Adviser to Prime Minister on Human Rights Mustafa Nawaz Khokhar, provincial ministers and senior federal and provincial government officials.
This development has evoked a mixed reaction from security and legal circles as some analysts believed the law could invite gratuitous civilian interference into the work of security and intelligence agencies, scuttling their capability to effectively discharge their national duty and leading them to demoralisation.
Some legal circles also expressed their reservations over the role of foreign nations in providing financial assistance to the commission, which, they believed, would increase indirect foreign interference in bid to bashing Pakistan’s military as well as its national intelligence agencies.
However, there are others who support the PPP-led ruling alliance over the commission and are dubbing it as a landmark development.
“Today Pakistan has fulfilled a core requirement of the two-decade-old Paris Declaration calling upon the states to set up independent human rights commissions that was reiterated by the United Nations in 2008 soon after the present government took office,” Presidential Spokesperson Farhatullah Babar told the media in Karachi.
“An international commitment outstanding for the past nearly quarter of a century has been fulfilled today. It is no mean achievement considering the fact that Pakistan is fighting war against militancy and complaints of human rights violations have been surfacing.”
Elaborating the points in the Bill, he said the Commission, headquartered in Islamabad, would consist of ten members including Chairperson and a member each from the four provinces, Fata and Islamabad Capital Territory, minority communities and the Chairperson of the National Commission on the Status of Women and at least two shall be the women members in this Commission.
“A person shall be eligible for appointment as Chairperson, who has been, or is qualified to be, a judge of the Supreme Court or a person having demonstrable knowledge of, or practical knowledge of, or practical experience in, matters relating to human rights. Similarly a member shall not be less than forty years of age and shall have knowledge and experience relating to human rights. The Chairperson and members shall hold the office for a term of four years that may be extended once.”
According to the law, the Federal Government shall invite suggestions for suitable persons for appointment as Chairperson and members of the Commission and, after proper scrutiny, shall submit a list of these persons to the Prime Minister and the Leader of the Opposition in the National Assembly.
It says the Prime Minister shall, in consultation with the Leader of Opposition in the National Assembly, forward three names for each post to a Parliamentary Committee for hearing and confirmation of any one person for each post. In case there is no consensus between the Prime Minister and the Leader of the Opposition, each shall forward separate lists to the bi-partisan and bicameral Parliamentary Committee who in turn shall approve the nominations and forward them to the President for appointment.
The Law says the Chairperson and the member may be removed from office on the grounds and in the manner provided for in Article 209 of the Constitution.
The Commission would perform its functions either taking suo moto or on a petition presented to it by a victim or any person on his behalf for violation of human right or abetment thereof and the negligence in the prevention of such violation, by a public servant. It can intervene in any proceeding involving any allegation of violation of human rights pending before a court by making application for becoming a party to the proceeding before the court.
The Commission or any person authorised by it may visit any jail, place of detention or any other institution or place under the control of the Government or its agencies, where convicts, under trial prisoners, detainees or other person are lodged or detained for purposes of ascertaining the legality of their detention as well as to find out whether the provisions of the applicable laws or other provision relating to the inmates living conditions and their other rights are being complied with.
It would review the safeguards provided by or under the Constitution or any other law for the time being in force for the protection of human rights and recommend adoption of new legislation, the amendment of existing law and adoption or amendment of administrative measures for their effective implementation. It would also review the factors, including acts of terrorism that inhibit the enjoyment of human rights and recommend appropriate remedial measures. The Commission would undertake and promote research in the field of human rights, maintain database on the complaints and development of human rights norms.
The Commission would also spread human rights literacy among various section of society and promote awareness of the safeguards available for the protection of these rights through publications, print and electronic media, seminars and other available means in all major languages of the country.
The Commission would submit independent reports to the Government on the state of human rights in Pakistan for incorporation in reports to United Nations bodies or committees. It would also develop a national plan of action for the promotion and protection of human rights.
The law says that the when the inquiry of Commission discloses the violation of human rights, it would recommend the action and interim relief to the victim to the Government or authority concerned.
The Commission would have all the powers of a Civil Court trying a suit under the Code of Civil Procedure, 1908 (Act V of 1908). It may call for information or report in cases of human rights form Government or its organisation.
“While dealing with the human rights violation cases involving the members of the armed forces, the Commission may either on its own motion or on receipt of a petition seek a report from the Federal Government. In case a complaint against intelligence agencies is made, the Commission would refer the complaint to the competent authority concerned.
The Law states that the Commission would have complete financial and administrative independence.
The Federal Government would specify a Court of Session to be a Human Rights Court for Islamabad Capital Territory and appoint an advocate on the recommendation of the Commission for the purpose of speedy trial of cases relating to human rights in that Court.
There shall be established a National Commission for Human Rights Fund under the Commission whose sources would include contribution from the Federal Government, grants, endowment and income there from etc. The Commission may from time to time accept unconditional grants or contributions from donors and non-governmental organization in a transparent manner with approval from the Federal Government. The Fund would be audited by the Auditor General of Pakistan, the law says.
The Commission would prepare its Annual and Special Reports and present them to the Federal Government which would be laid before the Majlis-e-Shoora (Parliament), by the Government along with a Memorandum indicating the action taken or proposed to be taken on the recommendation of the Commission and reasons for non-implementation of the recommendations, if any.
The Spokesperson said that law signed today was first introduced as bill in the National Assembly in 2008 and passed by the Parliament this year.
The Adviser on Human Rights who was present at the signing ceremony will now formally write to the Speaker National Assembly urging her to form the Parliamentary Committee for hearings and confirmation in each of the posts in the Commission the names for which will be forwarded to it by the Prime Minister in consultation with the Leader of the Opposition in the National Assembly in accordance with the new law.

He said that out of the nine core international human rights treaties Pakistan has already signed seven core treaties. Discussions and consultations are going on in respect of the remaining two core treaties relating to enforced disappearances and a labour related treaty. Discussion on a resolution urging the government to sign the convention on preventing enforced disappearances has already commenced in the last session of the Senate and will be taken up at the next Private Member’s Day in the upper House under the Rules, he said.

Intel has developed a new set-top box that will monitor who is watching TV at that moment, enabling advertisers to target the most appropriate ads to them. The box does this by using facial recognition technology.

The box won’t identify the specific person watching TV, but will be able to tell if that person is male or female, adult or child. So, why would the average consumer want this? Well, Reuters reports Intel imagines it could lower costs for particular networks and shows, and lower the overall cost of advertising, making it more efficient. But media companies are reluctant to integrate the service. Those media content providers are hesitant to “let Intel unbundle and license specific networks and shows — at a discount to what cable and satellite partners pay.”

But Intel sources tells Reuters the box could also shed light on the accuracy of Nielsen ratings.

Despite concerns, Intel plans to launch the service by the end of the year.

Dual nationality case: Malik given one day to satisfy court - Khaleej Times

The Supreme Court has rejected the documents submitted by Interior Minister Rehman Malik and gave him one day to prove that he has renounced his British citizenship.

The minister’s failure in satisfying the court by showing the receipt of the payment made to forgo his British citizenship may cause him to lose his membership in the parliament.

“You are showing us the form,” said Chief Justice Iftikhar Mohammed Chaudhry to the minister’s counsel, Chaudhry Azhar. “Show us the declaration renouncing his (British) citizenship.” The court also directed Attorney General (AG) Irfan Qadir to write to the national and provincial assemblies for information regarding lawmakers with dual nationalities.

US hopeful of reopening of NATO routes Washington: The US is hopeful that the crucial ground lines of communication, shut down by Pakistan in retaliation of the cross border NATO raid that killed 24 of its soldiers, will re-open soon, a State Department official said on Wednesday.

"We hope to reach resolution soon," State Department spokesperson Mark Toner told reporters at a news conference.

US hopeful of reopening of NATO routes However he refrained from making any comment on the nature of negotiations between the two countries.

"I don't know if they're meeting every day, but the team remains in Islamabad discussing it," he said responding to a question.

"We are continuing to meet in Islamabad to talk over these issues, as we are discussing a broad range of issues with Pakistan. You're right, it's slow going. But we're making progress," Toner said.

US hopeful of reopening of NATO routes

"We want Pakistan to be a stable, prosperous democracy that's helping its neighbours also become stable, prosperous democracies," he said.

"We strongly believe that such statements [like the one Panetta made] are misplaced and unhelpful in bringing about peace and stability in the region."

The spokesman said that Pakistan had strongly rejected US Secretary of Defence Leon Panetta's allegations that Pakistan was allowing terrorists' "safe havens" to operate on its border along Afghanistan, causing attacks on the US and coalition forces. Leon Panetta, who was on a visit to Kabul, said on Thursday that Washington was reaching the limits of its patience with Islamabad because of the safe havens the country offered to insurgents in neighbouring Afghanistan.

"We feel that the secretary of defence is oversimplifying some of the very complex issues we are all dealing with in our efforts against extremism and terrorism," the spokesman said. "These issues need to be seen in the context of overall peace and stability in Afghanistan and the broader region."

The spokesman said that Pakistan had repeatedly said that it would not allow its territory to be used against any country, nor would it allow any safe heavens on its territory. "We are fighting terrorism and extremism in our own national interest and nobody should doubt our resolve and determination in this regard. Our sacrifices remain unparallel and our resolve unshakable."

Last month, Chinese Foreign Minister Yang Jiechi, while on a visit to Islamabad, called upon the international community to realise sacrifices rendered by Pakistan in the war on terror and the role it played against terrorists and for peace in the region. Turkey and UK, two important NATO countries, also praised Pakistan's role against terrorism. British Prime Minister David Cameron, on the occasion of the first annual summit of UK-Pakistan enhanced strategic dialogue, said that his country recognised the sacrifices Pakistan made in the face of terror.

Pakistan launched a series of operations in the Tribal Areas, including South Waziristan, along Afghan border and other parts of the country but the US was insisting on full-fledged operation in North Waziristan, allegedly home to the Haqqani network and other al Qaeda-linked outfits.

Panetta urged Pakistan to go after the Haqqani network. Strategists in Pakistan think that the army is stretched and the county's situation does not allow Pakistan to open a new front in North Waziristan, the biggest tribal agency out of the seven tribal divisions.

Asian economies growth to slow, balance: Expert - BEIJING, May 30 (APP):  Asian economies will expand at a slightly slower pace over the next two years due to shrinking demand from developed nations, but the growth will be more balanced, a top economist forecast on Wednesday. The region’s average gross domestic product (GDP) will drop to 7.2 percent and 7.3 percent in 2012 and 2013, respectively, from 7.4 percent last year, said Michael Heise, chief economist with the Allianz Group, the world’s leading insurance and financial services provider. China’s growth, though slowing in recent years, will become a driver of the region’s expansion, Heise said at a press conference concerning a report on Asia’s economic outlook.

Pentagon recognizes need to put US-Pakistan relations back on track - WASHINGTON, May 29 (APP):  The Pentagon on Tuesday recognized the need to put US-Pakistan relationship back on track, with a spokesman differeing with the media characterization that Chairman Joint Chiefs Staff General Martin Dempsey expressed his backing for a Senate move to cut Pakistan aid over the issue of imprisoned Pakistani doctor Shakil Afridi. A Pentagon spokesman said Gen Dempsey has been clear in emphasizing the need to repair strained ties with Pakistan, which is considered by experts as key to a successful outcome of the Afghan conflict.

UN honours 8 Pakistanis posthumously on Int?l Day of Peacekeepers - UNITED NATIONS, May 29 (APP): The United Nations on Tuesday honoured the sacrifices of 112 peacekeepers, including eight Pakistanis, who paid the ultimate price in serving the cause of peace in hot spots around the world last year. “Peace, stability and justice - these are timeless goals of peacekeeping. The fallen we remember today contributed to these eternal aims - and their legacy will live on for all time,” Secretary-General Ban Ki-moon told a solemn ceremony marking the annual International Day of UN Peacekeepers. He also paid tributes to the more than 120,000 military, police and civilians currently serving worldwide under the blue flag.

But most of the applicants do not fulfill our requirements,” he told APP. Senior British journalist Christina Lamb termed the media reports as “made up” on the social networking site Twitter. She denied the reports of being contacted by anyone in the financial wrongdoing case against Arsalan Iftikhar, the son of Chief Justice of Pakistan Iftikhar Muhammad Chaudhry.

There have been reports that Malik Riaz, the influential real estate tycoon of Pakistan had contacted the Washington Bureau chief of Sunday Times to expose the scandal right when Chief Justice was scheduled to receive the International Jurists Award-2012. The reports also claimed that it was a planned move to malign the Chief Justice who is considered incorruptible.

However, earlier today Christina Lamb tweeted from her account:

@christinalamb:“have no idea how this started but can i clarify i am not planning a big expose on Familygate, have spoken to no one abt it.”

In another tweet she clarified that all the media reports are “made up” and she hasn’t spoken to anyone about the issue.

@christinalamb:“any purported quotes from me on CJ issue are made up, all i know is what i’ve read in the media and have spoken to no one!”

There have been rumors that the son of Chief Justice has received approximately Rs. 400 million (USD 4.25 million) from the Chairman of Bahria Town (in Pakistan), Malik Riaz, to influence the legal proceedings. However, Arsalan Iftikhar has submitted a five-page statement to the court, strongly rejecting any relationship with Malik Riaz.

“I have never met with any one of them (Malik Riaz, his daughter or son-in-law) in relation to any business deal or for any other purpose in Pakistan or outside Pakistan. Therefore, baseless, frivolous and unfounded allegations have been leveled to spread in electronic and print media in absence of any cogent and logical evidence acceptable under the law of evidence so the said allegations are strongly denied,” Iftikhar quoted in his statement.

However, Malik Riaz didn’t appear before the court on Saturday and his personal staff officer informed the court that he was undergoing a medical treatment in the United Kingdom.

Rules silent over summoning opposition leader before parliamentary body, says ... - South Asian News Agency

ISLAMABAD, (SANA) : Speaker Sindh Assembly Nisar Ahmed Khoro has said that he would give ruling according to rules over report of privileged committee of provincial assembly against opposition leader Chaudhry Nisar Ali Khan.

Talking to media at inaugural ceremony of Pakistan Institute for Parliamentary Services in Islamabad Khoro said that he would think about the matter when the standing committee submits its report on Chaudhar Nisar to the Sindh Assembly.

The speaker maintained that the rules are silent regarding summoning of opposition leader but precedent does exist. Khoro said that there is nothing in the law that prohibits parliamentary committees from summoning any member of national or provincial assemblies.

Chaudhary Nisar had made fun of Sindhi cap and Ajrak against and issue was raised by two members of Sindh Assembly, they moved privilege motion and the matter was referred to privileged committee and the committee has powers to summon any person or to issue notice in this regard.

According to my information privileged committee has issued notices for three times, he added that the person should be summoned who makes fun of the culture of any province.

Opposition leader in national assembly is the opposition leader of all the four provinces, he is answerable, he said.

The committee would submit its report in the house as well. Matter would be decided according to rules and regulations.

To a question he said that in the past when he was opposition leader in the Sindh Assembly he was delivering speech on water issue and a member of the then water council used indecent language against him and termed him agent of the RAW, there is a example of summoning the said person by the committee, he added.

Quetta violence: Four policemen killed in targeted attack - The Express Tribune

QUETTA: 

Gunmen shot dead four policemen in a targeted attack in a residential neighbourhood of Quetta on Saturday. The attack took place on Saryab Road, near Sardar Musa Colony, according to police officials.

“Four policemen, riding on two motorcycles, were patrolling a railway track when gunmen opened fire on them,” said Qazi Wahid, the deputy inspector general of police (Operations).

“All of them died on the spot,” he added. “The gunmen escaped from the scene after the attack.”

Another police official told The Express Tribune that the police patrol was ordered at the request of railway authorities. Railway tracks have been repeatedly attacked in Balochistan where a tribal insurgency has become more deadly since 2006.

Police and paramilitary Frontier Corps have mounted a manhunt for the killers. Elsewhere, authorities have ordered law enforcers to be extra vigilant. The bodies of the victims were shifted to the Bolan Medical Hospital where they were identified as Razar Muhammad, Hafeezur Rehman, Sarfaraz and Abdul Kareem – all of them constables in the provincial police.

Funeral prayers for the slain cops were offered at the Police Line in Quetta and the bodies were later handed over to the heirs for burial.

General Bikram Singh assumes charge as new Army chief - India Today

Gen Bikram Singh, a veteran infantry officer, on Thursday took over as the 25th Chief of the Indian Army succeeding Gen V K Singh whose 26-month tenure was mired in controversies.

59-year-old Gen Bikram Singh will have a tenure of two years and three months in the top post.

Prior to his appointment as Army Chief, Gen Bikram was commanding the Kolkata-based Eastern Army Command.

He has held several important appointments in counter insurgency areas as the Corps Commander of Srinagar-based 15 Corps and Akhnoor-based 10 Division as Major General.

The officer, better known as 'Bikki' to his friends, was commissioned into the Sikh Light Infantry regiment on March 31, 1972 after attending the prestigious Indian Military Academy (IMA).

At the IMA, he held the appointment of battalion cadet adjutant and was awarded the Jammu and Kashmir Rifles gold medal for 'tactics and leadership' and the Shriganesh Trophy.

He was awarded the 'Commando Dagger' and the 'Best in Tactics' trophy during his young officers' course at Infantry School.

He also served as an instructor at the Commando Wing of the Infantry School in Belgaum.

The officer was the face of the Army during the Kargil war when he was serving in the Military Operations Directorate here and used to brief the media about the progress in operations to drive out enemy troops from Indian territory.

As a brigadier, Singh attended the US Army War College in Pennsylvania and has served in two assignments with the United Nations in Central America and as the deputy force commander and GOC of Eastern Division in the Democratic Republic of Congo.

Gen Bikram Singh is married to Surjeet Kaur and the couple have two children.

LAHORE, Pakistan, June 10 (UPI) -- Pakistan's prime minister Sunday dismissed the idea of imposing martial law in the strife-torn country once again.

Prime Minister Yousaf Raza Gilani told reporters in Lahore that those days were over and denied there were any plans for putting the military in charge of the country.

"There is no room for martial law in Pakistan," Gilani said.

The Express Tribune said Gilani used a Sunday news conference to paint a picture of a government that respected the law and has been making strides in foreign trade and electrification of the countryside.

Gilani also said the national government was also making progress to expand political freedoms in Pakistan's remote semi-autonomous tribal regions and had enacted legislation empowering women and labor that he called "unprecedented in the history of Pakistan."

ISLAMABAD: 

Russian President Vladimir Putin may visit Pakistan soon, according his aide on Afghanistan Zamir N Kabulov.

Kabulov, who held delegation-level talks with Prime Minister Yousaf Raza Gilani on Wednesday, said that Putin is scheduled to discuss a wide range of issues with the Pakistani leadership. Kabulov maintained Putin’s visit will be instrumental in further enhancing cooperation between both countries. Gilani reciprocated the sentiments in the meeting, according to an official in the prime minister’s media centre.

Acknowledging Russia’s strategic role in the region, Gilani said Pakistan viewed it as a source of stability and peace both at a regional and global level. He said Moscow could help resolve the region’s greatest challenges. He expressed keenness to further promote cooperation in the fields of defence, energy, trade and narcotics control.

Welcoming Russian interest in trans-regional energy projects such as the Iran-Pakistan (IP) and Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline projects and Casa-1000, he especially appreciated previous meetings between the two countries regarding the IP project.

According to the official, the strained Pakistan-US relationship was also discussed in detail during the meeting and the Russian envoy assured Gilani of his country’s all-out support in this regard.

While talking about the efforts to restore normalcy in Afghanistan, Gilani maintained that “Pakistan has made consistent and serious efforts to improve relations with Afghanistan and expects the same from the other side… stability and peace in Afghanistan is important for stability and peace in Pakistan.”

The premier also mentioned that at Afghan President Hamid Karzai’s request, he issued a public appeal on February 24 asking all militant groups to negotiate with the Afghan government.

He notified the Russian delegation that the meeting of the Trilateral Core Group – consisting of Pakistan, Afghanistan and the US – held last month yielded positive outcomes.

The PM also appreciated Russia’s support to Pakistan in its endeavours to become a full member of the Shanghai Cooperation Organisation (SCO).

Siachen tragedy: Rescuers recover 3 more bodies - The Express Tribune

ISLAMABAD: Rescue teams have been making rapid progress recently at Gayari sector, Siachen with three more bodies being recovered on Sunday, Express News reported.

According to Inter-Services Public Relations (ISPR), 13 bodies have been recovered so far since rescue operations began after an avalanche buried 140 people, including 129 soldiers and 11 civilian employees, in the late hours of April 7, 2012.

Four bodies are yet to be identified.

Earlier on May 29, the army had declared the soldiers and civilians as martyrs after 52 days, since the avalanche.

More than 450 rescuers, including foreign teams, have been working in sub-zero temperatures at the site. Rescuers have dug tunnels into the mass of snow and ice.

The army has vowed to continue the operation until all the bodies are recovered.

Haj corruption case: Hamid Kazmi indicted - Khaleej Times

A special court on Wednesday indicted former minister for religious affairs Hamid Saeed Kazmi in the Haj corruption case.

Special Judge Central Khalid Shabbir indicted Kazmi, former director general (Haj) Rao Shakeel Ahmad and former joint secretary (Haj) Raja Aftabul Islam in the case.

The three pleaded not guilty before the court which subsequently adjourned the hearing to June 5.

The judge also issued summons for 10 witnesses to appear before the court at the June 5 hearing.

Speaking to media representatives outside the court, the indicted former minister said that he was disappointed with the developments and said he hoped that reality would come out in due time.

Kazmi added that Federal Investigation Agency (FIA) officials had said that they were under significant pressure from certain quarters.

Kazmi is accused of corruption in arranging residential accommodation for Pakistani Haj pilgrims in Saudi Arabia in 2010.

Ali Baba and his forty thieves have pushed the country to dark era. Last four year’s period is the darkest era in the history of Pakistan,” he added. About establishment of his office at Minar e Pakistan, he said that it was not like staging a show and those who criticized them should offer a better show, adding that he felt ashamed that yet killers of Srafraz Naeemi were still at large.

Incidents of violence claim seven lives in Karachi - DAWN.com

KARACHI: At least seven people lost their lives in separate incidents of firing in the violence-ridden port city of Karachi on Sunday, DawnNews reported.

According to police, four people were killed and another two wounded in an exchange of gunfire between two criminal groups near Hawk’s Bay in the city’s Musharraf Colony area. SSP Police West Amir Farooq said that a man named Shahzad aka ‘Charlie’, who was also killed in the incident, was wanted by the police for over three years.

Police further claimed that both groups were involved in local gang wars.

Earlier, two bodies were found dumped at Liaquatabad No 2. Both victims, identified as residents of Liaquatabad’s B-1 area, were reported to have been kidnapped and later shot dead.

Meanwhile, another body was recovered from near Lyari’s Dua Hotel. The victim, identified as a police officer’s nephew, was also kidnapped and shot dead.

Karachi is Pakistan’s commercial hub and is home to approximately 18 million people. The politically volatile port city is ripe with ethnic and sectarian tensions, and is also home to several political parties allegedly with armed wings accused of extorting citizens and feuding among themselves.

Last week, the Human Rights Commission of Pakistan (HRCP) said at least 740 people in Karachi have lost their lives to ethnic, sectarian and politically-linked violence in the first five months of the year.

The figures include the assassination of 107 political activists, while the rest of the victims were people with no political affiliations, said the HRCP.

Last year, a total of 1,715 people were killed in violent flare-ups in the city, said the human rights organisation.

''If the show does go on as scheduled, I will perform the BTWBall alone (sic).''

Islamic groups have protest against Gaga's sexualised image, provocative dance moves and allegations she could undermine the country's moral fibre.

However, fans who have tickets for the show at the 52,000-seat Gelora Bung Karno stadium on Sunday (03.06.12) were given hope when a key religious group, the Indonesian Ulema Council (MUI), said it was re-examining its opposition to the concert today (22.05.12) after police said they would issue a licence if Gaga can get backing from MUI and the Religious Affairs Ministry.

Gaga also remained upbeat about the situation, and received the positive news that her second show in Manila, Philippines is allowed to go ahead tonight, after officials monitored the first show last night (21.05.12) and found no violations of her permit terms banning nudity, blasphemy, and lewd conduct.

She tweeted: ''And don't worry, if I get thrown in jail in Manila, Beyonce will just bail me out. Sold out night 2 in the Philippines. I love it here!''

Five tourist women gang raped by cops in DG Khan - PakTribune.com

DERA GHAZI KHAN: Five girls, hailing form Lahore, were allegedly gang raped by border military police officials at Fort Minro in Dera Ghazi Khan, officials said on Saturday.

Commandant Border Military Police Tariq Basra told media that the girls had come to Dera Ghazi Khan for a visit and were allegedly raped by the security officials.

The girls told media that they were stopped by the security officials on the pretext of checking. They said the officials took them to police station where they were subjected to gang rape by five personnel.

The commandment said a team has been formed to investigate the matter while medical checkup has also been ordered.

He said the security personnel have been suspended.

Rehman Malik seeks report on Fort Manro incident

The Interior Minister Rehman Malik has took serious view of rape case with five tourists women in Fort Manro and sought the report from Chief Secretary and IG Punjab.

The Interior Minister has also instructed Deputy Director FIA Multan that he should submit the report by conducting probe after visiting the crime scene in person. He instructed to apprehend the culprits and bring them to the book.

He asked Punjab government to constitute ajoint investigation team and cooperate FIA in this regard.

He said that the investigation report would be ptreseted in National Assembly.

Security budget up by Rs5.6 billion - DAWN.com

 PESHAWAR, June 8: Keeping in view the precarious law and order situation the Khyber Pakhtunkhwa government has increased allocations for security-related expenses by Rs5.6 billion for financial year 2012-13.

Compared to the current fiscal year’s allocation of Rs23.2 billion the government has earmarked Rs28.8 billion for security-related expenses in the provincial budget for fiscal 2012-13, which was announced on Friday.

According to the budget document, Rs22 billion of Rs28.8 billion would be provided from the federal divisional pool, while rest of the amount would be made available by the province.

A sum of Rs23.355 billion has been earmarked for police in the budget, of which Rs19.226 billion would be spent on salaries and Rs4.129 billion on non-salary/operational expenses of the police force.

It was stated that Khyber Pakhtunkhwa remained the main target in the ongoing wave of terrorism and extremism, and consequently the expenditure of police force had increased steadily during last four years.

It was stated that from July 1, 2011 to Dec 31, 2011 over 200 personnel of law-enforcement agencies had been killed by terrorists. Of them, 53 were policemen, 33 FC officials, six army personnel and 118 civilians. Besides, 104 policemen, 34 FC officials, 30 army personnel and 269 civilians were injured in such terrorist attacks.

The budget document stated that from January 1, 2012 to May 27, 2012 those killed included 28 policemen, one army man and 81 civilians, while 94 policemen, 12 FC officials, four army personnel and 301 civilians were wounded in terrorist attacks.

APP ADDS: The Khyber Pakhtunkhwa government has allocated Rs3.72 billion for 31 projects of police and prisons departments in the provincial budget 2012-13.

Presenting the budget, Provincial Finance Minister Humayun Khan said that the government would initiate 31 new projects besides completing the ongoing projects for welfare of police department, upgradation of police stations, reforms in prisons, best possible security arrangements in prisons and installation of solar energy system and provision of drinking water in prisons.

Because ‘Act sensible, dress decent, and stay away from talk about religion or poverty’ is what’s in the contract of  international popstars who wish to perform in India, reveal organisers.

Popstar Lady Gaga who recently claimed that the Government of Philippines has asked her to ‘tone down’ her moves for her Manila tour that starts today, was apparently given similar instructions when she visited India in October last year.

 “They have to behave very differently when performing in India, including changing their dress sense, dance moves and what they say on-stage,” says an organiser of such concerts, wishing to stay anonymous. Sujit Jain, MD, Netsurf Entertainment, who organised shows for Bryan Adams and Akon in India, says, “We had to explain the Indian sensibilities to the celebs and make it a part of the agreement that no act or action would be contrary to the same.” 

Ayush Bansal of P3P who got Pitbull to India, adds, “Female artists are particularly asked to dress decently keeping the Indian sentiments in mind. We also ask them not to comment on Indian culture, religion, poverty and politics to avoid any misleading statements.”

Our desi heroines may wear revealing gowns that leave little to imagination, but the advice given to most international celebrities performing here, is to wear demure clothes by Indian designers. “Unlike in the west, they have to abstain from using religious symbols on their dresses in India. We encouraged both Lady Gaga and Katy Perry to wear Indian designers, because they would anyway not design anything offensive to Indians. Gaga wore a Tarun Tahiliani sari, which her stylist adapted and draped to suit Gaga’s typical style,” says Anjula Acharia Bath, CEO of desihits.com which brought Lady Gaga to India.
